I can’t comment on the dress because I have no idea what its hemline and shape are meant to be like. It’s just acting as a beacon of colour drawing attention to this extraordinary young lady.
Her imposing stature, defined muscularity and perfect mahogany skin look like the creation of an heroic idealist sculptor. Her powerful build brings to mind the athleticism and contained energy of Venus Williams, although I think this young lady has a much prettier face.
This photo looks to me the way classical or allegorical statuary looks when hastily draped with whatever is at hand against the easily-offended eyes of religious zealots. I have no doubt that she would look better nude.
Given that she can’t go about nude in the city, I’m sure there are better style choices for cool, inexpensive dresses that might better compliment her formidable physique. The colour, however, is a winner.

Beautiful smile. Lovely physique. Like the hair style. The color of the dress is great. Like that her fingernails and toes appear to be the same color. However, I'm not wild about the style, shape, or cut of the dress. The sandals are o.k., but not with that dress.
Yellow and white are lovely together, and they look good on her. I like the hemline doubled like that. In fact the bubble skirt on the dress is what makes it interesting at all. She does have a nice naturalness to her.
