Hmm. This look is a bit too East Village Valley Girl for me. You know the type: babbling into their iPhones and overusing words like "like". (Or "cioè" if she is in fact Italian.)
At first glance, I thought the shirt paired with the vest might be a little much, but then I noticed that the larger jewels of the vest complimented the colors on her shirt and was subsequently delighted. The chunky bracelet is my favorite. I'd need to see the shoes before commenting on the bag; as it stands not a fan of it with the outfit.
The color coordination between the vest and t-shirt is excellent. At first I found this outfit incoherent, but it fits together nicely: grey, brown, cream, turquoise.

also that she has a knack for making a casual outfit look chic. I love seeing dressy looks, heels, etc. but can't imagine walking around all day in the city like that. Young people, students, seem to be less self-conscious and don't mind being casual.

Nothing casual about THIS outfit – she obviously has a super-detailed eye and knows what she is doing! I am amazed at how great this all looks together – what a very chic, hot girl!
But then I think – this same outfit on a 145lb 5'2" woman with 'Mom hair' from Lubbock, Texas … would THAT work? Embellishment is a dangerous territory for many. I can see my Grandmother using this photo to justify her penchant for bejeweled sweaters and beaded caftans…
